Thanks for the tip Kevinhog! this bike was made in the 70s by "Lowriders by Summers" and they're even was an old pic of it in the company's archive
and you'll probably recognize the man that built the bike from this well known pic!

That's a "Lowriders By Summers" bike! Do a search and you'll find lots of "nice motorcycles on his site.
