Wacky racer

From the Schuchert motor files, it's a bit WILD to say the least! Part dresser/ part chopper I don't know what the hell it is!
Thanks to Speedseeker Chris, it turns out to be the bike from French singer "Johnny Halliday" and was built this way somewhere in the 70s
